对有海外留学意向的国内学生来说，每年三四月份，是留学申请最关键的时期。也正是3月期间，国内各大留学展纷纷举办，迎来新一年的留学热潮。据津桥留学董事长赵鹏先生分析，2013年国内申请自费留学的人数会接近50万，事实上2012年底，中国自费出国留学生数已超过40万。

绿色中国：您曾说过低龄留学是一个必然趋势，您是支持低龄留学的吗？

赵鹏：首先我们必须要承认中国的基础阶段的教育，在教学质量在世界上处于领先的地位，尤其是在这个阶段所教授的数理化的内容的深度、理论的深度在全世界都是比较有名的。但是中国的高等教育，就像我们教育部的袁部长在人代会上公开所承认的：中国的高等教育在世界上现在处于比较落后的地位。我昨天看到一篇文章说中国的高等教育已经接近了世界最低的水平，这是个不争的事实。

绿色中国：现在有很多的家长，不管是在小学、初中、高中或者是本科阶段，都想把孩子送出去，您觉得家长最根本的想把孩子送出去的原因是什么？

赵鹏：有多种情况，有一种是他成绩本身就很好，能保送北大清华，却放弃到美国去读书，这种就是好上加好。这样的话对国内的其他学生来说，等于把北大清华的位子让给了他们，出去的学生有能力到国际的著名大学里面去打拼，去抢占资源，这对个人、对国家来说都是好事，并不是说我们把学生送到国外去就是去给国外送钱，实际上也是使用他们先进的教育资源，为我们国家培养人才。

绿色中国：留学有需求就存在很大一个市场，目前相对大的几家机构，包括津桥、金吉列、澳际、新航道等，为什么没有出现外语培训市场一家独大的局面？

赵鹏：留学不同于外语培训，外语培训新东方一家独大有它特殊的历史原因，新东方这个品牌在外语培训界像神一样，目前已经没有人能超越，但是留学不一样，留学是一个非常细致的长时间的服务，它关系到人的一生，那么要做好对每个客户都很满意的服务，需要投入大量的人力和物力。也就说他完全靠人力来完成的这个服务过程，现在不可能，未来也不可能形成一家独大的局面，除非这家机构它有一种很强的历史责任感，将服务体系做的非常完善，也就是说它的品牌能向外语培训的新东方一样。

Low Age Studying Abroad Is An Inevitable Trend

Green China: You have said low age studying abroad is an inevitable trend, do you support that?

Zhao Peng: First, we must acknowledged, at basic stage education, teaching quality is in the leading position in the world, especially at this stage, the depth of teaching content and theory of Mathematics, Physics and Chemistry are more famous in the world. But on higher education of China, like the Ministry of Education Minister Yuan at the People's Congress publicly acknowledged that, higher education of china is now in the relatively backward position in the world. Yesterday, I saw an article that higher education of china has been close to the lowest level in the world, this is an indisputable fact.

Green China: There are a lot of parents, whatever in elementary, junior high, high school or undergraduate level, want to send their children abroad, what is the most fundamental reason do you think?

Zhao Peng: There are many reasons, one is high score themselves, can recommend for admission to Peking University and Tsinghua University, but they give up this chance, and studying abroad in the Unite State. For other students in the country, this chance is sent to other students. Studying abroad students in the internationally famous universities are able to fight by themselves, to seize the resources, it is a good thing for individuals and our country, it is not that our students to go abroad and give money to the foreign, and in fact, use their advanced education resources, training qualified personnel for our country.

Green China: There is a demand and a great market, some relatively large institutions, including Oxbridge, JinJiLi, AoJi, New Channel, etc., why not appear a dominant situation  for foreign language training market.

Zhao Peng: It is different from foreign language training, New Oriental of foreign language training is a dominant due to its special historical reasons, New Oriental brand like God in the language training area, no one can surpass, but studying abroad is not the same as it, studying abroad is a very delicate long time service, it concerns the person's life, then to do the very satisfied service for each customer, need a lot of manpower and material resources. Also said it rely entirely on human resources to complete this service process, now is not possible, the future is also impossible to form a dominant situation, unless it has a strong sense of historical responsibility, the service system is very perfect, its brand is the same as New Oriental of foreign language training.
