近年来，“绿色财富”一词频频见诸报端，一些专家学者陆续发表相关文章，一些新闻媒体和学术团体还举办过相关论坛和研讨会。这表明，“绿色财富”的研究已经逐步引起社会关注。但是，究竟什么是绿色财富？绿色财富的创造途径有哪些？记者就此专访了本刊名誉社长、国家林业局经济发展研究中心原主任黎祖交教授。 

我认为，所谓绿色财富，就是以自然界和人类社会的发展规律为准则，以资源安全、环境安全、生态安全和社会安全为前提，有利于人的健康繁衍，有利于人与自然、人与社会、人与人和谐共处，有利于经济社会可持续发展和人的全面发展的财富，包括绿色物质财富、绿色精神财富、绿色人力财富。其核心是资源安全、生态安全、环境安全和社会安全。其中，“资源安全”指的是资源的可持续利用，是财富生产过程对资源的低耗、循环利用和财富消费过程对资源的节约；“环境安全”指的是不破坏和污染环境，是财富生产过程的清洁化和财富消费过程的无害化；“生态安全”指的是自然生态系统的平衡不被破坏，是财富生产过程恪守生态优先原则和财富消费过程注重自然生态系统的保护；“社会安全”指的是人与人、人与社会的和谐相处，是财富生产和消费过程坚持以人为本、公平正义和诚信守法，是财富的创造者和拥有者应有的责任、道德和良知的体现。这“四个安全”是绿色财富的核心理念，缺一不可。

那么创造绿色财富的主要和基本的途径是什么呢？

我认为，仅就绿色物质财富而言，人类创造绿色财富的主要和基本的途径是发展绿色经济。从理论上看，只有绿色经济能够以其自身的质的规定性最大限度地满足和体现上述绿色财富“四个安全”的核心理念和“三个有利于”的基本功用，因而也只有发展绿色经济能够创造出真正的绿色财富。从实际情况上看，发展绿色经济已经成为各国企业创造物质财富的新机遇、新领域。从发展趋势上看，随着绿色发展日益成为各国经济发展的国家战略，绿色经济将成为世界经济发展的新路径和新引擎。

那么如何才能让绿色财富成为全人类的共同追求呢？

首先，世界各国政府要明确，政府的责任不仅在于促进经济发展，实现经济安全，还在于保护自然，实现资源安全、环境安全和生态安全，决不能以破坏自然为代价谋求经济的发展；不仅在于为本国人民谋福利，还在于促进世界和平、为构建和谐世界作贡献，决不能以牺牲别国和别国人民的利益为代价来谋求本国的利益。第二，全球所有企业、特别是对全球经济发展有着重大影响的跨国公司和行业巨头，要彻底抛弃“利润至上”的传统财富理念，积极投入发展绿色经济、创造绿色财富的行列。第三，各国科学家、科技工作者要秉承尊重自然、顺应自然、保护自然的理念，确立科技工作的正确方向。第四，全球生态学家、经济学家（尤其是生态经济学家）、哲学家（尤其是生态哲学家）、伦理学家（尤其是生态伦理学家）,以及政治学家、社会学家等有关专家学者，应在推动全球绿色经济发展的大潮中充分发挥“思想库”、“知识库”、“信息库”的作用。第五，作为消费者的地球村全体村民，一定要认识到， “消费”本身意味着对自然资源、环境和生态质量的消耗。

Let the Green Fortune Be the Common Pursuit of mankind

For past few years, "green fortune" frequently turned up in news paper, published articles of  some experts and scholars, related forums and seminars held by news media and academic groups. And it shows the research of “green fortune” has gradually caused social attention. But what is green fortune and how to make it?

I think the so-called green fortune is beneficial to reproductive health of people, to harmonious co-existence between man and nature, man and society, to sustainable and comprehensive development of our society and human, including green material wealth, green spiritual wealth and green human wealth. The core is resource security, ecological security, environmental security and social security. Resource security means the sustainable use of resources. Environmental security means no pollution or damage to nature. Ecological security refers to the balance of natural eco-system and the protection of natural eco-system. Social security refers to the harmonious coexistence of man and society, man to man. Not a single one can be omitted.

How can we make green fortune?

I think the basic way to make green fortune is developing green economy. Theoretically, only green economy can maximize its core development concept of green fortune, thus only the development of green economy can create the real green fortune. In terms of the actual situation,  developing green economy has provided a lot of new opportunities for various countries to create green fortune. In terms of the development trend, green economy will be the new path and a new engine for world economic development.

How to make green fortune the common pursuit of mankind?

First of all, governments should be clear that the government's responsibility is not only promoting economic development, realization of economic security, but also to protect  the nature, realize resource security, environmental security and ecological security. We should never destroy our environment for economic development.Second, all the world's enterprises, especially the multinational companies and the industry's giants which have great influence on global economy, have to be engaged zealously in developing green economy and creating green fortune. Third, scientists , science and technology workers around the world should show the respect for nature, comply with nature, establish the right direction in science and technology. At last, global ecologists, economists, philosophers, ethicists, political scientists, sociologists and other relevant experts and scholars should give full play in thinking bank, repository and information bank.
